Data and Pilot Project

Background

 Previously the Taskforce set-up two separate workstreams focussing on productivity data collection (including establishing the Data Trust) and the other focussing on using Pilot Sites to trial productivity measurement and gather evidence on productivity disrupters and enablers (including the publication of a productivity measurement guide).

Going forward, these two workstreams will be consolidated into a single workstream, named the Data & Pilot Project Workstream, to combine the work, ensure effective data collection, analysis, and practical application, and thereby reducing redundancy and increasing impact.

Purpose

To provide a single productivity data repository for the Taskforce, enabling consolidation of Pilot Project findings and outputs (relating to both the use of the Playbook and the Measurement Guide) within a single data collection framework. Thus, providing integrated evidence-based data to support Taskforce Thought Leadership communications and related activities.

Key Objective

To support the overarching objective of the Taskforce to produce measurable evidence-based productivity improvement data and insights from live and completed Pilot Projects, to support the Taskforce key purpose to be a Thought Leader and Catalyst of Change across the construction industry. Thus, enabling wider outreach of the Taskforce to the industry by answering the question “so what?”.

Codification of the Playbook and Measurement Guide

Set of key indicators and metrics that can be monitored on all Pilot Projects.

Metric Set

Agreed set of metrics to be simple to collect and readily available from a typical construction project, such as GVA, waste, production outputs, labour levels and key project meta data.

Standardised Measurement Template

Develop a standardised productivity measurement template – linked to the key Playbook and Measurement Guide indicators and metrics – to be used across all Pilot Projects.

Pilot Project

Define a project that is committed to using the Playbook and the Measurement Guide in its delivery, and reporting against the productivity measurement template

Centralised Data Hub

Collect Pilot Project data consistently to be fed into a centralised data hub, such as the Data Trust.

Ongoing Feedback & Adaptation

Establish a process for regularly reviewing and adjusting the data collection based on findings from the Pilot Projects. Including feedback on tools and technology used and evidence of productivity improvements, disrupters and enablers.

Public Awareness & Promotion

Use the data and findings from the Pilot Projects to publish Thought Leadership articles for communication to the wider industry through industry publications, trade and professional bodies, conferences, social media and member websites.

Reporting Mechanisms for Pilot Projects

Create a bi-monthly reporting structure where Pilot Project leads submit their findings on data collection effectiveness and the impact on productivity.

Through these activities support the Taskforce as a Catalyst of Change and to attract wider membership and industry outreach.

Responsibilities:

  • Collaborate with all other workstreams to gather relevant content and lessons learned.

  • Working with the Private sector Playbook workstream to ensure the playbook is continuously updated based on new insights from pilot projects, data, and industry feedback.

  • Promote the adoption of the playbook across the industry and government, tracking its implementation and impact.

Representation

Output and learning from the Taskforce will be shared throughout the industry to increase the diffusion of best practice – identified by Be the Business, the Bank of England, and others, as critical to boosting UK productivity

Membership / Terms

Co-chair: Katy Dowding (Skanska) & Grant Findlay (SRM)

Members: nominations drawn from core membership & members of Data and Pilot Project workstreams.  A core group is maintained for continuity purposes, by either attendance and/or contribution

Responsibilities: to be determined by workstream

Frequency of Meetings

Meetings will be held monthly, In-person and/or virtually using Microsoft Teams. 

Timings: 1 hour will be allocated.

Workstream: Report on progress against tasks and deliverables at quarterly Taskforce Board meetings, highlighting key findings and data trends.

Pilot Sites: Establish a bi-monthly reporting structure where Pilot Project leaders submit their productivity measurement template and an update on their findings on data collection effectiveness, identified blockers and enablers and the impact on productivity.

Defining timelines 

The workstream will be formed in 2025 and will work on a 12-month lookahead programme, with quarterly reviews on progress and effectiveness.

The longevity of the group will be determined by and aligned to the overall strategy and timelines of the Taskforce.

Identifying Key Milestones 

Milestones and timelines for each of the deliverables listed above will be determined by the Workstream.

Members of the workstream groups will maintain the confidential nature of the group’s deliberations.
