Background
The Private Sector Playbook Workstream is tasked with developing an industry guide to best practices for improving construction productivity. The Playbook consolidates findings, methodologies, and productivity-enhancing strategies with a framework for the industry to adopt. If there is a requirement, Playbook can be further refined to respond to industry engagement / feedback, capture conclusions through other workstream data collation, embrace further case studies, and, ensure it remains ‘on-point’ to industry need.
Purpose
To enhance, expand, and drive the further adoption of the Private Sector Playbook across the construction sector. This workstream will ensure that the Playbook remains a relevant, evolving tool that supports continuous productivity improvement and drive industry-wide engagement and foster collaboration among construction stakeholders, including contractors, designers, suppliers, and government bodies. This workstream will position the Taskforce as a central advisory body for improving construction productivity and will work to influence government policy.
Key Objectives:
Playbook Refinement:
Review whether a further revision is required, and if so, review and update the Playbook to incorporate the latest insights, data, and feedback from the Taskforce’s workstreams, ensuring it remains a comprehensive and effective guide for improving productivity in construction.
Customisation for Sector Needs:
Consider whether a broader sector appeal is required and address, with sector-specific modules and case studies.
Adoption Targets:
Set measurable adoption targets for the Playbook, aiming for its use in a specific number of projects and firms within the next year. Track and report on adoption progress.
Outreach & Advocacy:
Develop and implement outreach strategies to encourage industry stakeholders, including contractors, designers, and government bodies, to adopt the Playbook. This will involve targeted workshops, webinars, and industry events (e.g. RICS conference Q4/2025 as ML report)
Feedback & Iteration:
Establish a feedback loop where Playbook users can provide insights on its effectiveness. Use this feedback to drive the next iteration of the Playbook, ensuring that it evolves with the changing needs of the industry
Stakeholder Mapping & Engagement:
Identify key industry stakeholders and government departments (e.g., Cabinet Office, Treasury, local authorities, RICS, RIBA, ICE); agree an engagement plan to receive feedback on the Playbook.
Policy Advocacy & Influence:
Develop evidence-based policy recommendations for consideration by industry bodies. Consider points of alignment or otherwise with the [Public Sector] Construction Playbook. Make recommendations.
Public Awareness & Promotion:
Raise awareness of the Playbook and Taskforce’s work and the importance of improving construction productivity. Use media, case studies, and industry events to amplify the impact of the Playbook and other Taskforce initiatives.
Ongoing Feedback & Adaptation:
Create channels for ongoing feedback from industry stakeholders on the effectiveness of the Taskforce’s initiatives. Use this feedback to continuously refine engagement strategies and ensure that the Taskforce’s work aligns with the needs of the sector.
The Workstream Group operates as a collaborative, cross-industry team consisting of experts from design, construction, engineering, and academia.
Responsibilities
Lead the development of the Private Sector Playbook and ensure it aligns with industry needs.
Collaborate with all other workstreams to gather relevant content and lessons learned.
Ensure the playbook is continuously updated based on new insights from pilot projects, data, and industry feedback.
Promote the adoption of the playbook across the industry and government, tracking its implementation and impact.
Representation
Output and learning from the Taskforce will be shared throughout the industry to increase the diffusion of best practice – identified by Be the Business, the Bank of England, and others, as critical to boosting UK productivity
Membership / Terms
Chair: Josh Randall (Lendlease)
Members: nominations drawn from core membership & members of Playbook workstreams. A core group is maintained for continuity purposes, by either attendance and/or contribution
Secretariat
Responsibilities: to be determined by workstream
Frequency of Meetings
Meetings will be held monthly, In-person and/or virtually using Microsoft Teams.
Timings: 1 hour will be allocated.
Defining timelines
The workstream will be formed at the start of 2025 and will work on a 12-month lookahead programme, with quarterly reviews on progress and effectiveness.
The longevity of the group will be determined by and aligned to the overall strategy and timelines of the Taskforce.
Identifying Key Milestones
Milestones and timelines for each of the deliverables listed above will be determined by the Workstream.
Specifying budget and resources
The financial allocation and resource needs for the Workstream will be dependent upon contributions of time and resources from the Taskforce members.

Members of the workstream groups will maintain the confidential nature of the group’s deliberations.
